Milton Keynes City Council is a unitary authority, so one council handles licensing and housing standards for the whole borough. When we checked its website in October 2026, it ran only the national mandatory HMO licence.
Which properties need a licence
A licence is needed for HMOs with five or more people who are not all related, forming two or more households and sharing facilities. The fee is £730 in two parts: £485 when you apply and £245 when the licence is approved.
The electrical documents
- An Electrical Installation Condition Report (EICR)
- A PAT test certificate for appliances supplied with the tenancy
- Fire alarm and emergency lighting certificates, alongside the gas safety certificate and floor plan
If you do not yet have the EICR or PAT certificate, the council can make supplying them a licence condition with a deadline.
A planning rule as well
Article 4 directions mean turning a family house into a small HMO needs planning permission anywhere in the borough. Speak to the council planning team before converting.
Licensing schemes change, so check with the council before you let.
