EICR codes explained: what C1, C2, C3 and FI mean for landlords

The list of sections is built automatically from the article’s headings.

An Electrical Installation Condition Report lists everything the inspector found, and each observation gets one of four codes. The codes decide whether the report is “satisfactory” or “unsatisfactory”, and for landlords they also decide what has to happen within the next 28 days.

C1: danger present

A C1 means there is a risk of injury right now, such as exposed live parts at a broken socket or a consumer unit with missing covers. The inspector should make it safe before leaving, for example by isolating the circuit with your agreement, and record what was done.

C2: potentially dangerous

A C2 is not dangerous this minute, but it would become so if a fault occurred. Typical examples are missing main protective bonding to the gas or water pipes, or no RCD protection where the regulations call for it.

FI: further investigation

FI means something could not be fully assessed during the inspection, such as a circuit that cannot be traced back to the board. It counts against the report until it has been investigated.

C3: improvement recommended

A C3 means the installation does not meet the current edition of BS 7671 in some way, but it is not unsafe. C3s on their own do not make the report unsatisfactory, and no legal deadline applies.

What landlords have to do

  • Any C1, C2 or FI makes the whole report unsatisfactory.
  • The work must be done within 28 days, or sooner if the report says so.
  • You then confirm in writing to the tenant and the council that it is done.
